Dr. Nayantara Hensel, ICAF and Fred Downey, AIA


 The Global Outlook: The Defense Industrial Base and the Defense Budgets for the Future

 

The Mitchell institute invites you to a Mitchell Hour with Dr. Nayantara Hensel, Professor of Industry and Business, Industrial College of the Armed Forces, and Mr. Fred Downey, Vice President, National Security, Aerospace Industries Association. They will discuss the impact of future defense budgets on the defense industrial base.

 

Dr. Hensel previously was the Chief Economist for the US Navy, serving in the Office of the Deputy Assistant Secretary of the Navy (Cost and Economics). She taught at Harvard University, the Stern School of Business at NYU, and the Naval Postgraduate School’s Graduate School of Business and Public Policy. Her career includes serving as a Senior Manager and Chief Economist for Ernst & Young’s litigation advisory group and as an economist for Marsh & McLennan. She has written more than 30 articles and research reports. Her research has included work on globalization and the US defense industrial base and the role of defense mergers in improving weapons systems cost efficiency.

 

Mr. Downey joined AIA from the office of Sen. Joe Lieberman, where he served for 12 years as senior counselor and legislative aide for defense and foreign affairs. He also was the senator’s designated representative to the Senate Armed Services Committee and staffed him in his role as chair of the Airland Subcommittee. He worked directly on Army and Air Force policy and budget issues and the annual defense authorization bill, among many other assignments. Previously, Mr. Downey was in the private sector, working on defense program analytical services for TASC Inc. That came after a 24-year career in the U.S. Army, including the Pentagon postings of assistant to the Director of Net Assessments and Strategy Team Chief for the Strategic Plans and Policy Directorate.

The Mitchell Institute for Airpower Studies is an independent, non-profit research, studies, and analysis organization founded by the Air Force Association. It takes its name from America’s most famous and arguably greatest airman, Brig. Gen. William Mitchell. The Institute seeks to carry on, in the modern day, General Mitchell’s tireless and dedicated effort to expand airpower thinking and increase public awareness of the need for this unique military instrument. The Institute is based in the Washington, D.C. area.
